The Department of Transport and Main Roads (TMR) moves and connects people, places, goods and services safely, efficiently and effectively across Queensland. As the Executive Director, Finance & Business Performance you will lead teams across financial & budget management, compliance, risk, business intelligence, contract payments, procurement, people capability, government relations and provide support to the Network Services and Operations Division by ensuring financially sustainable and efficient and effective use of public monies and resources.  The position requires a leader who can see the big-picture and delivers strong professional and transformational leadership alongside change management capabilities. The role requires an ability to transform operational functions, motivate staff,  and manage best practice Financial Services to deliver government priorities along with excellence in client service delivery.

Specific responsibilities include:

  • Ensure the department meets its statutory financial reporting requirements by reviewing and developing appropriate financial and accounting frameworks, systems, policies and procedures which ensure the integrity and usefulness of the financial accounting information.
  • Lead a diverse group of professionals to ensure the consistent and accurate delivery of divisional risk, procurement, financial management, business intelligence, people capability and government relations functions whilst ensuring appropriate controls are in place over a divisional operating budget of over $1.56 billion.
  • Taking an active role in the overall leadership of the division as a member of the Divisional Leadership Team, providing strategic advice on financial, risk, resourcing and business impacts.
  • Direct the provision of services to ensure they achieve optimum utilisation of government resources, deliver value for money and comply with all relevant legislation and ethical standards.
  • Identify opportunities for transformational business process improvement and implement agreed solutions in consultation with stakeholders, ensuring compliance with all legislative and financial standards.
  • Provide high level leadership and advice by working collaboratively with internal and external stakeholders including TMR’s Chief Financial Officer and provide strategic advice and information to the Minister, Director-General and Deputy Director-General
  • Responsibility for strategic management of Network Operations and Services’ complex divisional budget and the management of financing significant commercial contractual arrangements.

You will champion a values based leadership approach which delivers a productive, safe and collaborative work environment, modelling high standards of conduct, performance and behaviour. The role requires a demonstrated ability to lead a diverse range of professionals to deliver on and exceed priorities whilst maintaining excellence in service.  Tertiary qualifications in Accounting, Finance / Business, or other relevant disciplines are preferred, and certification as a CA / CPA is highly regarded.

You will possess exceptional leadership skills and can clearly develop and translate the Division’s objectives, policies, plans and strategies to actions and outcomes. Your strong sense of judgement and astute decision-making skills along with a strong customer ethos are imperative to the success of this role.
