As the General Manager of Housing and Homelessness Programs, you will oversee the development and management of innovative and accountable programs related to the department's investment in homelessness and housing services and collaboration with non-profit, for-profit, and government partners to create a more efficient and integrated service system, ultimately improving long-term outcomes for individuals in need of homelessness and housing support.
You will lead and manage the accelerated delivery of key initiatives, including developing and implementing innovative solutions and projects to assist Queenslanders in accessing and remaining in social housing and the private housing market. It also involves driving improvements within the homelessness and housing sector. Your responsibilities will include building partnerships, enhancing capability with industry partners and managing large scale investments on behalf of the department.
Specific responsibilities include:
In this role, you will lead the delivery of significant initiatives focusing on improving long-term outcomes for clients requiring housing and homelessness assistance. You will oversee the design, delivery, and continuous improvement of programs, ensuring they are effective, sustainable, and impactful. A key responsibility will be identifying and implementing efficiency improvements to optimise the return on investment from state and Commonwealth funding.
You will lead a branch of 150 FTE, managing a $670 million budget, overseeing up to 90 programs and projects, and engaging with over 200 service providers. This includes driving business transformation through strong governance, initiative oversight, and a focus on operational performance. You will partner with Commonwealth and State Governments to develop and implement procurement and contract management strategies, while leading engagement with the homelessness and community housing sectors to ensure programs and services meet the complex needs of Queensland communities.
Collaboration will be central to your role, as you will work with peak bodies and service providers to build sector capacity and address the housing needs of high need clients, including young people, people with disabilities, older Queenslanders, and Aboriginal and Torres Strait Islander households. You will drive program reform, ensuring government investment delivers measurable outcomes that benefit Queensland communities and effectively address homelessness.
As a strategic leader, you will guide the branch in developing innovative approaches to housing and homelessness challenges. You will oversee policies, performance management systems, and provide expert advice to the Minister, Director-General, Deputy Director-General and Leadership Team on key issues impacting portfolio management and service effectiveness.
You will foster a collaborative, high-performing culture that supports the department’s vision of ensuring all Queenslanders have access to safe, secure, and affordable housing. As part of the Housing and Homelessness Services leadership team, you will drive the modernisation of the housing service system, ensuring strong integration of strategy, policy, program design, and service delivery.

What we are looking for
The essential requirements for this role are:
- a record of success as a leader in a large and complex organisation (across government, the private sector or not-for-profit sector) with an outstanding leadership ability.
- Extensive experience in leading and implementing programs and initiatives that deliver housing supply to support the Government’s strategic policy direction.
- Strong background in navigating and managing highly complex stakeholder engagement and relationships, strategy and policy implementation.
