The Board of Examiners (metalliferous and coal mining) purpose is to protect workers by ensuring only suitably qualified and competent people are entrusted with key mining roles in the metalliferous and coal mining industries in Queensland.
The Chair is responsible for providing independent leadership to the Board of Examiners (BOE), ensuring effective governance, sound decision-making and the integrity of the functions of the Board. The Chair will foster a culture of fairness, accountability and transparency around the certification process for statutory mining positions in Queensland.
Key accountabilities
- Lead the Board in setting strategic direction and priorities ensuring compliance with Legislative and regulatory frameworks relevant to mining safety and health in the resource industry.
- Chair Board meetings and guide members to impartial decision-making by ensuring effective, evidence-based and defensible decisions.
- Oversee and uphold rigorous standards in the assessment of competency for mine workers maintaining the independence and integrity of Board deliberations.
- Develop and maintain appropriate governance, risk management and quality assurance frameworks.
- Represent the Board in engagements with Ministers, government agencies, industry stakeholders and the community where appropriate.
- Facilitate constructive relationships with key stakeholders while maintaining the Board’s independence and objectivity.
- Promote a culture of respectful challenge, informed debate, and collaborative decision-making to ensure continuous improvement in procedures and decision-making frameworks.
Key knowledge/experience/ desirable requirements
- Extensive experience in board governance. Board or similar experience in a regulatory or adjudicative context is highly advantageous.
- Demonstrated leadership in safety-critical environments or high-stakes regulatory contexts.
- Section 186(1) of the CMSHA provides that the BOE membership must include a Chairperson. Under section 186(2) the Chairperson—
- must be appropriately qualified to perform the functions of Chairperson of the board of examiners; and
- must not be currently engaged in the mining industry.
