Reporting to the General Manager - Financial & Accounting Services, this position leads the Financial Services team to effectively deliver a comprehensive range of services. The Manager Financial Services is responsible for ensuring the delivery of timely, accurate and compliant financial services, while providing strategic financial advice, complex financial modelling and long-term financial planning to enhance Council's financial sustainability.
Key Responsibilities and Outcomes
- Provide strong leadership and professional direction and support to all Financial Services team members, leading the delivery of core functions.
- Ensure that all statutory, regulatory and compliance obligations relating to financial management are met, including the delivery of annual financial statements, external audit compliance and adherence to accounting standards.
- Deliver Council's annual budget, monitor Council's budget through the quarterly review process and facilitate monthly financial reporting to Council and management.
- In conjunction with the General Manager, develop and implement Departmental annual operating business and resourcing plans to contribute towards the achievement of Council's strategic goals.
- Lead the development, implementation and continuous improvement of all financial policies, processes, systems and controls, with a focus on accuracy, compliance and automation to drive an improved customer experience.
- Build and maintain strategic and highly effective relationships with business areas across Council, and external stakeholders to ensure the successful delivery of all Financial Services functions.
- Lead the development and utilisation of complex financial models to support Council's revenue forecasts.
- Develop and implement financial strategies in partnership with the business to improve long term financial sustainability for Council.
- Foster teamwork, innovation and a culture of excellence by working closely with coordinators and team leaders.
You will champion a values-based leadership approach which delivers a productive, safe and collaborative work environment, modelling high standards of conduct, performance and behaviour. The role requires a demonstrated ability to lead a range of professionals to deliver on and exceed priorities whilst maintaining excellence in service. Significant experience (10+ years) at management level along with tertiary qualifications in Accounting, Finance / Business, or other relevant disciplines are essential, and certification as a CA / CPA is a requirement.
You will possess exceptional leadership skills and can clearly develop and translate Council's objectives, policies, plans and strategies to internal and external stakeholders. Your strong sense of judgement and astute decision-making skills along with a strong customer ethos are imperative to the success of this role.
